This paper presents a preliminary analysis of the first participatory budgeting experiment in the United States, in Chicago's 49th Ward. There are two avenues of inquiry: First, does participatory budgeting result in different budgetary priorities than standard practices? Second, do projects meet normative social justice outcomes? It is clear that allowing citizens to determine municipal budget projects results in very different outcomes than standard procedures. Importantly, citizens in the 49th Ward consistently choose projects that the research literature classifies as low (...) priority. The results are mixed, however, when it comes to social justice outcomes. While there is no clear pattern in which projects are located only in affluent sections of the ward, there is evidence of geographic clustering. Select areas are awarded projects like community gardens, dog parks, and playgrounds, while others are limited to street resurfacing, sidewalk repairs, bike racks, and bike lanes. Based on our findings, we offer suggestions for future programmatic changes. (shrink)

Business ethics is a topic receiving much attention in the literature. However, the term 'business ethics' is not adequately defined. Typical definitions refer to the rightness or wrongness of behavior, but not everyone agrees on what is morally right or wrong, good or bad, ethical or unethical. To complicate the problem, nearly all available definitions exist at highly abstract levels. This article focuses on contemporary definitions of business ethics by business writers and professionals and on possible areas of agreement among (...) the available definitions. This article provides an introduction to what the Old Testament has to say regarding displacement and displaced people – refugees, migrants and the marginalized members of society. It surveys the instructions regarding the correct attitude and protective actions owed to ‘the stranger’ found in the Old Testament Law and it points to the divine preference to side with the suffering and the vulnerable evident in the Old Testament Prophets. Although not an exhaustive treatment of Old Testament passages tackling this topic, (...) the discussion helps make clear the fact that God is particularly concerned with justice and care for the disadvantaged members of the society, including aliens, refugees and migrants. The conclusion of the article calls the readers to consider some of the missiological-ethical implications of such concern in our contexts today. (shrink)

The problem of how certain structure–function composites of high complexity could have evolved gradually and by natural selection has been with us at least since Charles Darwin admitted how difficult it was to explain, “his” theory, the origins of “organs of extreme perfection and complication” – such as the eyes of higher animals. Human language capacity is another evolutionary achievement of extraordinary perfection and complexity. Like other skilled human activities, it involves both central (neural) and peripheral (vocal and respiratory) complexes. (...) This paper is based on a five-year study of the ethical principles considered by executives, middle managers, and students as appropriate guidelines for making decisions. Out of the fourteen principles surveyed, nine seem to be standards that can be applied with no further thought or research required by the decision maker. The other six principles may suggest decisions makers need clearer guidelines as to what to do or what not to do when faced with an ethical dilemma that exists outside (...) defined systems of corporate ethics. The naïve view of temporal experience (Phillips, in: Lloyd D, Arstila V (eds) Subjective time: the philosophy, psychology, and neuroscience of temporality, forthcoming-a) comprises two claims. First, that we are perceptually aware of temporal properties, such as succession and change. Second, that for any temporal property apparently presented in experience, our experience itself possesses that temporal property. In his paper ‘Silencing the experience of change’ (forthcoming), Watzl argues that this second naïve inheritance thesis faces a novel counter-example in the (...) form of the striking motion silencing effects recently demonstrated by Suchow and Alvarez (Curr Biol 21(2):140–143, 2011). Here I clarify the form which any counter-example to naïve inheritance must take. I then explain how, on a plausible, rival ‘crowding’ interpretation of Suchow and Alvarez’s data, motion silencing poses no more of a threat to naïve inheritance than standard cases of change blindness. This study compares the relationship between the moral reasoning modes and leadership orientation of males versus females, and managers versus engineers/scientists. A questionnaire developed by Worthley (1987) was used to measure the degree of each participant's respective independence and justice, and relationships and caring moral reasoning modes. Leadership orientation values and attitudes were measured using the Fiedler and Chemers (1984) Least Preferred Coworker Scale.The results suggest that, although males differ from female in their dominant moral reasoning modes, managers are not (...) distinguishable from the engineers/scientists they manage in terms of their moral reasoning mode or Least Preferred Coworker score. This paper reports a study of planning processes in the five-disc Tower of London (TOL) task in 20 younger and 20 older adult participants. A concurrent direct ''think-aloud'' method was used to obtain data on planning processes prior to moving discs in the TOL. A check was made of the effects of verbalising by comparing performance data from the experimental groups with data from control groups who did not verbalise during planning or moving. Verbalising slowed down planning and moving but (...) did not appear to distort the participants' approaches to the task. Older and younger participants did not differ in average moves taken to solve the tasks. However, older participants' planning was less complete and more error-prone than that of younger participants. The planning processes were characterised as showing a means-ends ''goal selection'' strategy. In this strategy participants (1) identify a single active goal disc at the start, (2) select moves and move sequences to enable the placing of the current goal disc in its target position, and (3) continue in this way until all discs are in their target positions. Age differences were found in the planning stage, during which there was no stimulus support and hence a substantial working memory load. During the move phase there was stimulus support and hence little loading of working memory. Age differences in moves required were not found in the move phase. As older participants tend to have depleted working memory capacity the present results suggest that working memory is heavily loaded in TOL planning but less so in the move phase of TOL. (shrink)

This paper reports a study of the roles of visuo-spatial and verbal working memory capacities in solving a planning task - the five-disc Tower of London (TOL) task. An individual differences approach was taken. Sixty adult participants were tested on 20 TOL tasks of varying difficulty. Total moves over the 20 TOL tasks was taken as a measure of performance. Participants were also assessed on measures of fluid intelligence (Raven's matrices), verbal short-term storage (Digit span), verbal working memory span (Silly (...) Sentence span), visuo-spatial short-term storage (Visual Pattern span and Corsi Block span), visuo-spatial working memory (Corsi Distance Estimation), visuo-spatial processing speed (Manikin test), and verbal speed (Rehearsal speed). Exploratory factor analysis using an oblique rotation method revealed three factors which were interpreted as (1) a visuo-spatial working memory factor, (2) an age-speed factor, and (3) a verbal working memory factor. The visuo-spatial and verbal factors were only moderately correlated. Performance on the TOL task loaded on the visuo-spatial factor but did not load on the other factors. It is concluded that the predominant goal-selection strategy adopted in solving the TOL relies on visuo-spatial working memory capacity and particularly involves the active ''inner scribe'' spatial rehearsal mechanism. These correlational analyses confirm and extend results previously obtained by use of dual task methods, (Phillips, Wynn, Gilhooly, Della Sala, & Logie, 1999). (shrink)

There is overwhelming evidence that wind turbines cause serious health problems in nearby residents, usually stress-disorder-type diseases, at a nontrivial rate. The bulk of the evidence takes the form of thousands of adverse event reports. There is also a small amount of systematically gathered data. The adverse event reports provide compelling evidence of the seriousness of the problems and of causation in this case because of their volume, the ease of observing exposure and outcome incidence, and case-crossover data. Proponents of (...) turbines have sought to deny these problems by making a collection of contradictory claims including that the evidence does not “count,” the outcomes are not “real” diseases, the outcomes are the victims’ own fault, and that acoustical models cannot explain why there are health problems so the problems must not exist. These claims appeared to have swayed many nonexpert observers, though they are easily debunked. Moreover, though the failure of models to explain the observed problems does not deny the problems, it does mean that we do not know what, other than kilometers of distance, could sufficiently mitigate the effects. There has been no policy analysis that justifies imposing these effects on local residents. The attempts to deny the evidence cannot be seen as honest scientific disagreement and represent either gross incompetence or intentional bias. (shrink)

Responding to recent concerns about the reliability of the published literature in psychology and other disciplines, we formed the X-Phi Replicability Project to estimate the reproducibility of experimental philosophy. Drawing on a representative sample of 40 x-phi studies published between 2003 and 2015, we enlisted 20 research teams across 8 countries to conduct a high-quality replication of each study in order to compare the results to the original published findings. We found that x-phi studies – as represented in our sample (...) – successfully replicated about 70% of the time. We discuss possible reasons for this relatively high replication rate in the field of experimental philosophy and offer suggestions for best research practices going forward. (shrink)

CUMMINS It could hardly be controversial that in "Why utility pleases," Section V of his Enquiry concerning the Principles of Morals, Hume purports to tell his readers why utility pleases. It is not controversial that in that section he rejected the deduction of morals from self-love, that is, the thesis (...) that utility pleases because actions and policies possessing it inevitably are in the actual or perceived selfinterest of the person who approves of them. This is not to deny there are interpretive issues. Nor is it to deny that there are passages which puzzle. Here is one: This deduction of morals from self-love, or a regard to private interest, is an obvious thought, and has not arisen wholly from the wanton sallies and sportive assaults of the sceptics. To mention no others, POLYBIUS, one of the gravest and most judicious, as well as most moral writers of antiquity, has assigned this selfish origin to all our sentiments of virtue. But though the solid, practical sense of that author, and his aversion to all vain subtilties, render his authority on the present subject very considerable, yet is not this an affair to be decided by authority, and the voice of nature and experience seems plainly to oppose the selfish theory. Nonetheless, the passage seems both to need correction and to be easily corrected. Hume presents Polybius as a highly respected defender of the selflove theory,1 one whose "authority on the present subject" is considerable. This asserted, he adds, "yet is not this an affair to be decided by authority, and the voice of nature and experience seems plainly to oppose the selfish theory." If we contrast the actual wording of the first conjunct to "yet is this an affair to be decided by authority," which expresses a genuine question, it is obvious that the first conjunct is a rhetorical question which implies that authority should decide the issue. The prior reference to Polybius seems to imply that he is the authority in question. Since, according to Hume, Polybius endorsed the selfish theory, the first conjunct itself seems to endorse the selfish theory. However, the second conjunct explicitly and directly challenges that very theory by asserting that both nature and experience oppose it. Thus, in the same sentential unit an appeal to authority is first endorsed, though it is in opposition to Hume's subsequent position, then rejected, as one would expect it to be, given that position. At worst there is inconsistency; at best a muddle. The simple correction is to rearrange three words in the first conjunct, replacing "is not this" with "this is not." These two phrases are generally used in opposition to one another; consider, for example, "Is not this the time to celebrate?" and "This is not the time to celebrate." The former grammatically is a question but its rhetorical function is to imply that it is indeed the time to celebrate, which the latter flatly denies. Note that in the present case, "yet this is not an affair to be decided by authority, and the voice of nature and experience seems plainly to oppose the selfish theory" expresses a claim perfectly in keeping with the argument that follows. Hume will appeal to nature and experience to oppose even those important authorities who endorse the selfish theory. Few critics of the received view in metaphysics that ontological disputes are generally substantive have stirred as much response as those that have developed Carnapian arguments turning on considerations of language and interpretation. The arguments from deflationists like Thomasson ( 2009, 2014 ) and Neo-Fregeans like Hale and Wright ( 2009 ), focus on features of actual language use, others like those from Hirsch ( 2002, 2009 ) focus on interpretation. In this paper, I offer a novel challenge to (...) the latter sort of argument. I argue that through their use of the principle of charity, they have unacceptable consequences beyond the ontology room: the best accounts of some natural language phenomena—most importantly, presupposition—cannot be maintained. Sainsbury argues that the nineteenth century case of Maurice v. Judd, in which the jury apparently ruled that whales are fish, presents a paradox whose ‘resolution will require carefully formulated metasemantic principles’ (2014: 5). I argue that Sainsbury misconstrues what is fundamentally at issue in the court room. The substantive disagreement (and so verdict) does not concern whether whales are fish but rather the intended meaning of the phrase ‘fish oil’ as employed in a statute authorizing the appointment of ‘fish (...) oil’ inspectors. So conceived, Maurice v. Judd contains no paradox. (shrink)

This volume introduces an original philosophy of Jewish religious thinking as devotional intelligence. It establishes the intellectual warrant of such thinking in light of two related principles: relativity v. intelligence—the metaphysical principle that knowing is of being—and the normative principle of sacral attunement.

This article addresses five research questions: What specific behaviors are described in the literature as ethical or unethical? What percentage of business people are believed to be guilty of unethical behavior? What specific unethical behaviors have been observed by bank employees? How serious are the behaviors? Are experiences and attitudes affected by demographics? Conclusions suggest: There are seventeen categories of behavior, and that they are heavily skewed toward internal behaviors. Younger employees have a higher level of ethical consciousness than older (...) employees. The longer one works for a company, the more one may look to job security as a priority; this can lead to rationalizing or overlooking apparently unethical behaviors. More emphasis is needed on internal behaviors with particular attention on the impact that external behaviors have on internal behaviors. (shrink)

Canada has a marked shortfall between the supply and demand for kidneys for transplantation. Median wait times for deceased donor kidney transplantation vary from 5.8 years in British Columbia, 5.2 years in Manitoba and 4.5 years in Ontario to a little over 2 years in Quebec and Nova Scotia. Living donation provides a viable option for some, but not all people. Consequently, a small number of people travel abroad to undergo kidney transplantation by commercial means. The extent to which they (...) are aware of the potential risks to their health and the health of the kidney vendors is unclear. Travel abroad to obtain a kidney commercially i.e. transplant tourism (TT), raises ethical issues which include the exploitation of the poor, uncertainty of donor informed consent to nephrectomy, poor clinical care and lack of follow up for the donor, commodification of the body and inequity of access to medical care for donors. Also, TT widens socioeconomic disparities in access to transplantation, differing from the Canadian system of universal coverage for healthcare. The Canadian transplant community has discussed how to respond to patients who plan to travel abroad for TT or return with a purchased kidney. Unease rests in the tension between the duty to care for legitimate Canadian residents and the unwillingness to enable TT. This paper discusses three anonymized cases and the Canadian responses to TT as recorded in academic literature and a formal statement by relevant professional bodies. (shrink)
